Rwanda and Uganda may be moving to another confrontation. Rwanda said 50 Ugandan army and police officers are seeking political asylum in Rwanda. One senior Ugandan officer requesting asylum was identified as Colonel Samson Mande, a former Ugandan military attache in Tanzania. Apparently Mande was court-martialed in Uganda earlier this year.
