As shaky as the national government is, it has managed a major achievement by getting the country back into the Pan African Postal Union. This means that mail can not be sent in and out of the country. Setting up post offices and delivery services will be another major accomplishment. But local warlords are willing to cooperate on this, because of the obvious benefits of mail service. Foreign aid groups have promised aid in the project.
