The United States has stopped anti-ballistic missile tests that would have violated the ABM treaty with Russia. This was apparently done because negotiations with Russia over a new nuclear weapons and anti-missile treaty are planned. This is another side effect of the improved relations from the War on Terrorism. In Chechnya, the beheaded bodies of two soldiers were found. Elsewhere in Chechnya, soldiers killed 17 rebels in the course of 20 different operations. Twice in the last year (February and April), "terrorists" have tried to enter Russian nuclear facilities. The intruders were arrested, but the government reported no additional details.
