South Korea is preparing to raise a patrol boat ("Chamsuri 357") sunk on June 29th in a battle with the North Korean navy. But the area for this operation is within range of North Korean coastal artillery. And recently the North Korean's have been holding "training exercises" with those guns. For the normally stingy (with artillery ammunition) North Koreans, this is unusual, and there is fear that the guns will interfere with the South Korean salvage operation. The Northerners have been making constant noise about the June 29th encounter.
