The Pentagon is asking for relief from Congress in the form of looser regulations on which officers can do what jobs and what training they can obtain when working with the join staff that runs the Joint Chiefs of Staff (JCS) organization. Several new laws in the last decade have reorganized the JCS to eliminate the interservice bickering and confusion that has been so rampant since the JCS was created after World War II.
