FSB (Russian FBI/CIA) deputy director Viktor Komogorov is convinced that Washington is shortchanging it on intelligence exchanges related to the War On Terrorism. Komogorov told the press on 23 April that the Federal Security Service was disappointed by the quality and quantity of information it had received from the CIA. Russian reports were analytical, covering terrorist plans and intentions, while American reports contained only "bare facts". Russia had provided material useful to U.S. military operations in Afghanistan, but in February they received only 50 reports versus the 100 given to the CIA. On a positive note, Komogorov also said the Commonwealth of Independent States should take a more active role in fighting terrorism. - Adam Geibel
