In Burundi, the rebel group  FDD (Forces for the Defence of Democracy), is demanding more government jobs, and the release (from jail) of several FDD members, before they will rejoin the government. Uganda says it will send troops into Burundi if FDD does not rejoin the government and continue disarming rebel gunmen. Meanwhile, government troops continue fighting gunmen of the FNL  (Forces for National Liberation). But there are only a few thousand FNL out there. Most of the rebels were FDD, and over 20,000 of those have assembled in government camps, awaiting demobilization. But until the government comes up with the money, the FDD men keep their weapons.  The UN is trying to round up the money for the demobilization of the Hutu rebels, but is having a hard time.
