Burundi's President threw a wet blanket over hopes that elections could be held this year when he stated that thousands of combatants would first have to demobilized. No one knows exactly how many armed men are in Burundi, but the current estimate of all rebel groups is about 40,000, while the army has between 25,000 and 30,000 soldiers. It was not clear how many army soldiers the government plans to demobilize and only the Forces for the Defense of Democracy (FDD) have begun demobilizing, sending 12,000 of its 30,000 men to cantonment camps.
