Russia has announced that its defense budget will be increased from $7.93 billion this year to $9 billion next year. This will include a 50 percent military salary increase. There will also be major personnel cuts, with 75 percent of the reductions planned for 2005 completed by the end of 2002.--Stephen V Cole
