Ukrainian President Kuchma said he would not close the Chernobyl nuclear power station until the G7 nations came through with a 1995 promise of $3 billion to build two new nuclear power stations. Germany has led opposition to the plan, expressing doubt that the Ukrainians can adequately guarantee the safety of nuclear power, and pressing them to find other means of power generation, including thermal power. --Stephen V Cole
