The government announced the  arrest of  "anti-government separatists" who support Arab and Kurdish demands for more autonomy. The government accuses the British government of supporting the separatists. This is true, insofar as Britain has provided asylum for many separatist leaders and their families, and allows the separatists to establish offices, do fundraising and issue propaganda. But the unrest in Iran has more to do with government corruption and religious disputes, than what a bunch of Kurds and Arabs do with their fax machines in London.
