The government says that the refugee camps in West Timor, still holding 150,000 East Timor refugees, are now safe. Thus foreign aid workers, who had fled violence seven months ago, can return. But the UN said the camps were still controlled by the East Timor anti-independence militias that had killed three aid workers seven months ago.
