India accuses Pakistan of  allowing the ISI (sort of a Pakistani CIA) to move al Qaeda members to Bangladesh. While there are Islamic radicals in Bangladesh, they are not noted for any interest in international terrorism. Moreover, Pakistan is very unpopular in Bangladesh. During the 1971 Indo-Pakistani war that saw Bangladesh breaking away from Pakistan to be an independent country, there was enormous violence against civilians by Pakistani troops. About a million Bangladeshis were killed and over 200,000 women raped. Islam in Bangladesh has always been of a more mellow sort than in Pakistan. But there are some local al Qaeda supporters.
