China is increasing its defense budget by 20% (to $17.7 billion) in 2001. The real budget (many military things are listed under other departments in an old trick used by most communist and many other nations) is about three times that high. Even that comes to 15% of the US budget (although if one factored in the higher US personnel cost, the Chinese budget triples in size again).--Stephen V Cole
