A survey of the rural population shows that 40 percent do not believe the current government campaign against corruption will succeed. Corruption among communist party officials is particularly acute in the rural areas. This is where most Chinese still live and where unrest has been growing. Low level, or widespread, rebellion is always a possibility, for it has happened many times in the past when the farmers faced similar corruption.
