Serb President Vojislav Kostunica said that Yugoslavia could not recognize Kosovo's municipal elections. Kostunica suggested that the vote violates the "full application" of UN resolution 1244. Kosovo's 100,000 Serbs boycotted the election. Kostunica told an AFP reporter that the elections "contribute to the legalization of a mono-ethnic society that began to form after the Serbs and other non-Albanians left Kosovo." This is another example of Kostunica having basic disagreements with Western policy vis a vis Serbia and Kosovo.
