International agencies warned the government of Albania that it must fight internal corruption or risk losing political and economic benefits. Corruption and smuggling are old Albanian afflictions. One group, The Friends of Albania, said Albania needs an effective anti-corruption plan and must create "new monitoring groups" that employ international experts to address the problem of corruption.

16 people were injured when an handgrenade exploded in Prokuplje, a town in southern Serbia.

Yugoslavia's ambassador to Russia said that Serbia faces an imminent energy crisis. Serbia is negotiating with Russia's Gazprom company to defer its current gas debt and begin supplying natural gas before winter starts.
