The government believes that more Taliban are coming from Pakistan. These raiders are both Afghans hiding out in Pakistan, and Pakistani tribesmen related to the Taliban (who all belong to one Pushtun tribe or another). The Taliban have apparently received more money from Islamic terrorist organizations (often "charities" used to move money from wealthy supporters of Islamic conservative causes, to Islamic terrorists.) This has made it possible to provide needed financial support to many tribesmen who are willing to go off and fight if there is money available to support their families.
