These bulk purchases of time by the Department of Defense enable individual troops to get lower monthly rates on their cell phone service plan, as well as world-wide roaming. This is particularly important for the navy, as whenever a warship comes close to land, the crew starts getting bars on their cell phones, and the ability to call home inexpensively. The plans available include high speed wireless Internet, for those using smart phones.
